City of Eustis Surplus Properties Still Available by "Mow to Own" or Cash Bids

EUSTIS, Fla. (Jan. 3, 2017)
– In October 2016, the City of Eustis kicked off Mow to Own, a new program aimed at reducing the number of City-owned, vacant lots by allowing acquisition of property through routine maintenance instead of a cash purchase. The program was well received by the public and resulted in 21 successful Mow to Own applications and three cash bids for the surplus properties identified.

One successful Mow to Own applicant, Ian Grace, had this to say about the program: “We are very grateful for this opportunity and look forward to developing a future home here, and will care for it wholeheartedly. My wife and I are happy to have this great program and hope it benefits the City of Eustis greatly.”

On Jan. 3, the City released the list of the 14 surplus properties still available and eligible for the Mow to Own program or a cash bid. Interested parties may visit the City’s website here for a list and map of the remaining surplus properties. Of the 14 properties still available, nine are eligible for the Mow to Own program and five properties, which are larger in size and higher in value, are eligible for a cash bid only. The new list of surplus properties has been updated since the October advertisement as some remaining parcels have been combined and some minimum bids have been reduced.

The Mow to Own program commits applicants to maintain vacant, City-owned property for two years, after which the property is conveyed to the applicant. General maintenance includes mowing grass, raking leaves, removal of fallen trees or branches, picking up trash and compliance with all other applicable City Ordinances. Mow to Own properties will be visited regularly by Code Enforcement to ensure compliance. Eligible participants of the program include adjacent owner-occupants, 501(c)(3) non-profit organizations and any other interested party.

For this second offering, Mow to Own applications and cash bids will be considered on a first come, first served basis. There is a non-refundable application fee of $100 per property for the Mow to Own applications to cover administrative and legal fees. For cash bids, the buyer shall be responsible for all closing costs and any taxes or liens associated with said properties. Mow to Own applications must include a completed application, a bid sheet identifying the desired property and the $100 application fee. Cash bid applications must include a completed application and bid sheet. Please deliver applications to the Development Services Department located in City Hall at 4 N. Grove St.
